Description:
The Windows .msi installer does not start the configuration wizard on Vista, even if the user selects the check box to request this.

This behavior occurs on both 32 and 64 bit variants, in all versions of the server (essential, advanced, etc).

This does not occur on 32 bit XP.

This behavior was observed on 64 bit Vista with 5.1.31.msi packages.

This appears to be the same behavior noted in this bug:
Bug #30823	Error in manifest prevents MySQLInstanceConfig from running on Windows Vista

But this bug is marked as 'Closed' and this issue is still occurring on newer packages.

How to repeat:
Install a MySQL 5.1.31 package on a Vista system.

Follow the prompts as directed.
At the end of the installation, you will be presented with a dialog asking if you want to configure the instance now (set passwords, start the server, firewall exceptions, etc).

Clicking 'Finish' with the checkbox set *should* start the Instance Config Wizard, but it will not start.

Suggested fix:
Either ensure that the Instance Config Wizard will start at the end of the installation process or inform the user that they will have to manually start the Wizard if Vista is somehow presenting unassailable roadblocks to the automated launch.

Issue confirmed present in mysql-5.1.32-win32 on Windows 7 beta 64-bit (VirtualBox) with User Access Control on.

Config wizard started fine for mysql-5.1.32-winx64 and mysql-5.1.32-win32 on Vista 64-bit with User Access Control off.

The MySQL Instance Configuration Wizard would fail to start correctly on Windows Vista.
