Description:
After completing the "Setup Wizard" the "Server Instance Configuration Wizard" is automatically opened if the "Configure the MySQL Server now" field is checked before clicking "Finish" using the 5.1.30 exe. Using the 5.1.31 msi nothing seems to be happening.

How to repeat:
Install using 5.1.31 msi file. At the last screen of the Setup Wizard it asks if one wants to configure the server. Leave the checkbox marked and click Finish.

Suggested fix:
Start the MySQL Server Instance Configuration Wizard.

Retried a couple of times. All I can find in Event log is "Windows Installer reconfigured the product. Product Name: MySQL Server 5.1. Product Version: 5.1.31. Product Language: 1033. Manufacturer: MySQL AB. Reconfiguration success or error status: 0". But still no configuration wizard for 5.1.31 unless I start it manually.

Jonas, discussed this with Iggy and this is most likely duplicate of Bug#42386. Please retest after that bug is fixed.

Sounds very likely. I must have missed that one when looking for similar bugs. Thanks for looking into it. I'll reopen this if it still don't work after that one is fixed.
