Issue confirmed present in mysql-5.1.32-win32 on Windows 7 beta 64-bit (VirtualBox) with User Access Control on. Config wizard started fine for mysql-5.1.32-winx64 and mysql-5.1.32-win32 on Vista 64-bit with User Access Control off.

A note has been added to the respective changelogs: The MySQL Instance Configuration Wizard would fail to start correctly on Windows Vista.
