Description:
startup of instance with new version (8.0.11) ends with:
  upgrading the data dictionary from dictionary version '1' is not supported

did pre upgrade checks as described for upgrade from 5.7 - no issues

How to repeat:
while instance start

In the preparations to support upgrade in GA is parts are pushed to the RC. But upgrading from RCs is still not supported. So this is still "not a bug".
