schema privileges tab and pane blocked

Seems to have been a common problem for quite some time in looking through the bug database.  Just spent day installing different versions but common problem whenever 6.3.10 installed.  Efforts to replace database and workbench with earlier versions failed.  Workbench unusable.

How to repeat:
Users & Privileges > User > Schema Privileges

Pane is blocked, unable to specify schema privileges

Suggested fix:
Efforts to hook 6.3.10 to earlier/later versions same result.

Efforts to hook older versions of workbench to different versions of database failed with security problems.

Stumped.  Workbench/MySQL unusable.
