Description:
After launching the mysql-installer-web-community-5.7.13.0.msi, the Windows installer freezes after 50 % progress. Installation via mysql-installer-community-5.7.13.0.msi yields the same problem. The problem appears when running the msi on Windows 10.

MySQL 5.6 was installed on my machine but was removed, to no avail. I installed MySQL 5.6 on this machine using Windows 7 and the current version 5.7.13 on another machine using Windows 7 without problems.

A similar problem was reported under Bug #76073 but the solution was not accessbile.

How to repeat:
Unsure - try to run .msi on Windows 10.

Thank you for the bug report.
By looking at the logs I suspect there's a conflict produced by restrictive machine policies. I've ran the same tests on my machine and couldn't find the following lines in my logs:

MSI (c) (90:C4) [18:33:53:607]: SOFTWARE RESTRICTION POLICY: Verifying package --> 'C:\Users\MS\Downloads\mysql-installer-web-community-5.7.13.0.msi' against software restriction policy
MSI (c) (90:C4) [18:33:53:607]: SOFTWARE RESTRICTION POLICY: C:\Users\MS\Downloads\mysql-installer-web-community-5.7.13.0.msi has a digital signature
MSI (c) (90:C4) [18:33:53:723]: SOFTWARE RESTRICTION POLICY: C:\Users\MS\Downloads\mysql-installer-web-community-5.7.13.0.msi is permitted to run at the 'unrestricted' authorization level.

I experienced this issue as well in Windows 10. I was able to get past it by going in to my task manager and looking for other Windows Installer instances and closing the one using 0 memory and CPU. Closing enabled the installer to finish configuration and start up the wizard. Took me a whole day to get this thing working and found no solution anywhere online let alone here

To get past this problem I had to run the .msi installer from an the Administrator command prompt.
Hopefully this helps someone in the future.

I solved this problem by accessing task manager and killing all process named installation windows.
then restarted the mysql installation file.

I can't install mysql-installer-web-community-8.0.12.0.msi on windows 10.When i trying to install then show me this type of message :"Please wait while windows configures Mysql Installer ".then the next progress not go on.How can i solve this problem.Can u explain me in details.

I found this same problem in mysql-installer-community-8.0.13.0.msi and Windows 10 1709.  It appears that for whatever reason, UAC elevation is not requested when needed.  Running the compatibility troubleshooter bypassed the problem.

[Properties]->[Compatibility]->[Run compatibility troubleshooter]

Just reporting that I got this issue on Windows Server 2016 Standard 64-bit when upgrading from 8.0.12 to 8.0.13 (32-bit community msi). I was able to work around the problem by killing one of the other Windows Installer processes.

click on the setup and then click on the properties 
from properties click/go to the compatibility where u can easily run the compatibility troubleshoot test and can easily install the setup

I found that opening a CMD window as Admin and running the installer there was the only way to get around this bug.

Same problem installing mysql-installer-community-8.0.17.0.msi on Windows 2016.

Same solution as last comment.  Execute Installer within Elevated Command Prompt.

A mi me ocurrio el evento , no pasaba del 6% y es que tuve problemas lo instale varias veces el servidor. Despues no me dejaba conectar por que no sabia cual era la contraseƱa de root. 
Por lo que limpie todo el registro de windows, y asi fue como no lograba reinstalarlo. 
SOLUCION
Intale CCLeaner limpie los temporales y repare el registro de la maquina reinicie el equipo para intentar nuevamente me dejo continuar. 
*Reparar registro con CCleaner: Opcion Registry / Scanear / Review selectIssue : Guardar cambios del registro. y ejecutar.
