I am having the same issue. My version of OS X is 10.11.5. I attempted the workaround and get the same error.

The workaround as suggested by Philip Olson doesn't work for the reported issue at all. Installation still fails on OS X 10.11 (in my case 10.11.5). In fact, that workaround is just a way to circumvent Gatekeeper so installation can start, but that's not the issue here. I have tried the beta (1.6.3) as well. Unfortunately the beta doesn't work either even though it's supposed to be compatible with 10.11. Same problem. :-(

Posted by developer: Fixed as of the upcoming MySQL Utilities 1.6.4 release, and here's the changelog entry: Installation packaging code was modified to function with Mac OS X 10.11 (El Capitan). Installation no longer fails, and users can now install MySQL Utilities on El Capitan. Thank you for the bug report. Sorry for the misinformation earlier.
