There should be at least an equivalent to GRANT <priv> ON *.* to <user>. The Administrator tool is only able to change privileges for the selected database.

Many thanks for writing a bug report. The privilege ALL is missing in the list of privileges. This is a bug and not a feature request.

Many thanks for writing a bug report. We are on the way to implement full functionality of MySQL Administrator into MySQL Workbench. We won't add this feature request anymore. More informations about MySQL Workbench you will find here: http://dev.mysql.com/workbench/
