Description:
the server does not start, and gives a message that

Exception = System.UnauthorizedAccessException
Message = Access to the path 'C:\Program Files\MySQL\MySQL Workbench CE 5.2.35\db_utils.pyc' is denied.
FullText = System.UnauthorizedAccessException: Access to the path 'C:\Program Files\MySQL\MySQL Workbench CE 5.2.35\db_utils.pyc' is denied.

How to repeat:
this bug comes every time i try to open the MySQL workbench... and says access is denied, after that i am unable to work on the software.

Looks like a duplicate of bug #62703 or bug #62709. Please, check.
