Description:
On starting the workbench, i am getting the following exception dialog box:

MySQL WorkBench has encountered a problem
Access to the path: 'C:\program files\MySQL\MySQL Workbench CE 5.2.35\db_utils.pyc' is denied.

This eror started occurring after workbench crashed on its last run.

I was running a query, and then i chose the option, reconnect to the mysql server / database. As i chose that option, the screen froze and mysql workbench crashed.

How to repeat:
could not repeat as after the problem started occurring, the workbench refuses to start.

Looks like a duplicate of bug #62703 or bug #62709. Please, check.

If we launch the workbench application as an admimistrator, it runs fine without any issues. But, it does pops up the error message reported in the bug, when executed without admin privileges.
