This is a known problem (although error message is different). See Bug #60456.

Nothing we (MySQL Support, Development or Documentation team) can do about it. Sorry.

Who/which organization should we report this to?

As you can see from other bug report(s), we already informed all interested parties about the problem that affects users (and customers). Let's wait until proper Oracle team will solve the problem.
