I just realized that there is a Bug #57654 that talks about it. Release docs talks that this bug was fixed. Perhaps not on WinXP x64?

Per suggestion in Bug #57654 I did run msiexec from cmd.exe (started as Administrator) msiexec /lvx* mysqlcn.log /i mysql.data.msi I was trying to get log but this time I was prompted with option to repair/uninstall. I selected repair and it was successfully installed. Before that I tried at least few times to start mysql.data.msi by double clicking on it (I do have admin rights) and it was rolling back for every install option I tried. Strange....

This is likely a duplicate of bug #59507. Please, add your comments there and specify the exact version of .NET framework installed.
