expands upon http://bugs.mysql.com/bug.php?id=51528 - Semi-Blackout capabilities for MEM notifications 

Request that MEM alert blackout periods can be based on the additional following factors (individually as well as collectively):

1) Instance (i.e. host and port)
2) Issue Severity - potentially part of bug #51528 also
3) Time of day, day of week - part of the calendaring options from bug #51528
4) Notification Group
