Description:
Have the ability to create a semi-blackout of the MEM notifications 

Example of usage:
1) Only send Critical notifications after normal work day 
2) Only send Critical notification over a weekend/Holiday

Suggested fix:
one of a set of given calendaring options for notifications/alerts maybe

This could also be used with only specific Advisors - Server gone, CPU Usage excessive, Slave stopped ONLY for example

In 3.0 there are many event handling options, but none of them are time based. This could also be used for groups of servers with a different SLA.
