Description:
cpcd runs software on multiple hosts
uses a text protocol, so can telnet to it.
cpcd supports atrt, so is required for atrt on windows

How to repeat:

Suggested fix:
an option is to replace cpcd with ssh/scp and so eliminate something we have to maintain.

the patches have been through a couple of iterations
making sure it conforms to coding style rules.  but
it hasn't been approved yet.  the last few commits
are ready for review -- please do.
