Description:
Pushbuild sometimes stops in the middle of running the suite, with the following message:

main.ctype_ldml                          [ skip ]. Test requires: 'have_ucs2'
main.date_formats                        [ pass ]     20
main.ctype_latin1_de                     [ pass ]     42
main.ctype_ucs2_def                      [ skip ]. Test requires: 'have_ucs2'
main.events_bugs                         [ pass ]   9446
timer 14364: expired after 900 seconds

TIMEOUT (1200 seconds), ABORTING.

How to repeat:
Happens quite frequently on 5.1-rpl and 6.0-rpl.

xref cannot find this because the message is not included in the things that xref searches.

There is an endless loop in "check_expected_crash_and_restart" that need to be rewritten so that mtr.pl comes "up to the surface" and check for timeout or check for timeout in the "check_expected_crash_and_restart" loop.

To be done in 5.1-mtr tree since it need to be run a couple of time before pushed.
