Description:
Creating a file DSN with Connector/ODBC does not create a valid DSN.

How to repeat:
Using Windows ODBC data source administrator:

Select the "File DSN" tab.
Click "Add..."
Select "MySQL ODBC 5.1 Driver".  Click next.
Enter a filename.  Click next.
Click finish.

ODBC admin produces the error "A connection could not be made using the file data parameters entered.  Save non-verified File DSN?".

Choose "yes".
Select the saved file, and click "configure"
ODBC admin produces the error "General error: Invalid file dsn '[filename]'
