Description:
Dates in the email notifications are in a format that causes some concern. Since there is no user for each notification, we are unable to pull user settings to format the date to a given timezone or locale. 

How to repeat:
Trigger a notification and observer date and numeric format.

Suggested fix:
The options are as follows:

1. Modify our notification system to take registered contacts. Each contact would be an email address, locale, and timezone. Only contacts could be added to notification groups. On the trigger of a notification, we would modify the message for the given contact's preferences.

2. Set all dates to be in UTC and in a standard euro format.
