the offcial Windows source of mysqld-5.0.13 contained an empty ib_config.h file in /innobase

Has something changed?

In 5.0.25, mysql is built using cmake.  The cmake file depends on ib_config.h. The file ib_config.h is generate by GNU autoconf and so isn't available in the bitKeeper repository.  This prevents using Windows as a primary development platform for mysql.  The change simply removes this dependancy.
