Description:
When I am trying to execute the Stored Procedure from .NET FRAMEWORK console application I am getting the error 
System.NotSupportedException: Character set 'utf8mb3' is not supported by .Net Framework

Note : The above error is coming only when I am using MySQL.Data dll of version 8.0.15, If I use the 8.0.32 version dll then its working fine

How to repeat:
Create a Stored Procedure in by installing latest MySql Version 8.0.32,create a .net framework V8  console application for executing a command to list all the stored procedure in the database.
