This error happens after having to do a manual install of a update file, due to the problem of running a MSIExec command with a filename with spaces in it - it should have been put in double quotes. I took the file, renamed it to x.msi and then ran it from Explorer. You get the problem happening immediately afterwards. As you cannot use the installer to fix itself, the fix will require running a command outside the installer.
