Description:
Full and fresh install of MySQL 5.5.16. MySQL Workbench started ok.
After computer restarted, running MySQL WorkBench has encountered a problem, and I should close (or report the bug).
Information received in the dialog window:
Access to the path 'C:\Program Files (x86)\MySQL\MySQL Workbench CE 5.2.35\db_utils.pyc' is denied.

How to repeat:
Click MySQL Workbench CE 5.2.35. The same error occured.

UPDATE: It runs as Administrator.

I didn't follow the work-around mentioned by [26 May 10:49] James Bromberger.
I just started the workbench as administrator (access denied related ?), and now I can start it as normal user. I don't know how that works now. Maybe workbench runned as administrator has erased somehow in between some tmp files owned by administrator.

I was able to work around this by changing the permissions on the "MySql Workbench CE 5.2.35" directory to full control for all users. 

Once the Workbench starts I see that the modified time of all four .pyc files in the directory has changed so I guess the Workbench needs to recompile these Python scripts at startup and fails because it can't do so.

Fixed as of 5.2.36:
+        On Microsoft Windows, upgrading &workbench; required &workbench;
+        to be run as a user with Administrator rights.

I had the same error when reinstalling 5.2.35 after uninstalling 5.2.36.  

I uninstalled workbench, deleted the 'MySQL Workbench 5.2 CE' folder, which still had files in it.  Then I rebooted, and reinstalled 5.2.35.  It seems to work OK now.  I didn't have to try running it as admin.
