Description:
Every time, from any state, when you click the Graph tab label to display Graph page, all graphs are expanded and "expand all/collapse all" button is in "expand all" state.

How to repeat:
Install Enterprise Moniter into Japanese platforms.
Start dashboard and click Grap tab label.

In the English installation I have, only one time I got ONE graph expanded (when switching to this tab). The button says "expand all".
