This test should be enabled.
The original reason for disabling was corrected here:
Bug #33970	Test main.csv_alter_table disabled

I suspect this was a merge gone awry or something.

Re-enabling.

be pushed to the relevant source trees for release in the next

      Bug#32965 main.ctype_create fails, Bug#42831 main.csv_alter_table is disabled.
      
      Re-enabling both of these.
      ctype_create to observe it's behavior on PB (I believe this has gone away)
      csv_alter_table as the reason for it's disabling has already been corrected (suspect bad merge)
