Description:
A clean installation have been tried for "mysql-installer-community-8.0.19.0" installation on windows server 2012 R2... but it is failing at configuration step as "Insitialising database failed"

How to repeat:
download the latest MySQL installer "mysql-installer-community-8.0.19.0" & start installing

I tried to reproduce on 2 separate boxes(Windows 2012 R2 - first with fresh installation and another upgrade from 8.0.11 to 8.0.19 using mysql-installer-community-8.0.19.0) but not seeing any issues.
