Description:
1) Trying to Alter Table Charset/Collation, it days 'error in MySQL' - your app generated the query!
2) Doing a manual query instead, it won't allow a collation but then sets it to some random one.
3) Trying to change Collation only, it says "no changes detected".
4) Cannot copy collation from dropdown to do a manual query.

5) How can I stop loads of tabs for the same thing? or refresh an existing tab?

How to repeat:
1) Select schemas, select a table, options, in Charset/Collation, change settings.
Press apply gets 'error in MySQL'.

2) Paste query, apply, only accepted if no collation entered.

3) Change Collation only, gets "no changes detected".

4) With focus on Collation dropdown, Ctrl+C to copy. Clipboard doesn't change.

5) Selecting table options, adds another tab to UI even if a previous one has the same view - you don't need more than 1 of the same and any previous may well be out of date.

Suggested fix:
5) Check previous tabs before adding a new one. If already exists then, select it and refresh.

Thank you for the bug report. I couldn't repeat on Windows 10 Pro against MySQL server 8.0.17.
