For PGO (profile guided optimization) builds, LTO (link time optimization) gives another performance boost.
Enable LTO by default if building with FPROFILE_USE

Fixed in 8.0.19.

Enabling FPROFILE_USE also enables WITH_LTO (link time optimization).
