The steps described here: https://dev.mysql.com/doc/refman/8.0/en/source-installation-doxygen.html

1. the link to doxygen distributions is no longer valid (http://www.stack.nl/~dimitri/doxygen/download.html). The correct one should be http://www.doxygen.nl/download.html.

2. Step 5 "to invoke doxygen" is not sufficient. By default, doxygen takes Doxyfile as input. One more command is needed to generate Doxyfile from Doxyfile.in.

Follow the doc.

Suggested fix:
Fix the link and doc.

Thank you for the bug report; the documentation was updated to reflect the fixed URL and cmake requirement.
