Description:
mysqldump --no-data db1 # This does not dump any data
mysqldump --no-data db1 t1 t2 # This ignores the --no-data flag

How to repeat:
mysql> CREATE DATABASE bug;
Query OK, 1 row affected (0.00 sec)

mysql> USE bug;
Database changed
mysql> CREATE TABLE t1 ( a INT );
Query OK, 0 rows affected (0.04 sec)

mysql> CREATE TABLE t2 ( a INT );
Query OK, 0 rows affected (0.01 sec)

mysql> INSERT INTO t1 VALUES (1), (2);
Query OK, 2 rows affected (0.04 sec)
Records: 2  Duplicates: 0  Warnings: 0

mysql> INSERT INTO t2 VALUES (1), (2);
Query OK, 2 rows affected (0.01 sec)
Records: 2  Duplicates: 0  Warnings: 0
