Description:
MySQL failed to connect, and too many connections expcetion is thrown.
The most import thing is,  after that, port is open, mysqld failed to respond packets including version and plugins of password,mysql client is blocked and never recover again.

How to repeat:
can't be repeated easily. 
I'm trying  to repeat in these days.

I cannot reproduce this with 5.7.25. Might be that #91941 fixes this too.
