Check out bug #90695. https://bugs.mysql.com/90695

It's marked as "Not a Bug" so I'm just gonna resubmit it as a bug because the behaviour is so blindingly stupid that it has clearly drifted close enough. 

How to repeat:
Install MySQL 8.0 on Ubuntu and try to put this in your configuration file:

lower_case_table_names=1

Suggested fix:
Thanks for this "feature" but you can take it back.
