Description:
I noted recently that some comments in bug reports I am subscribed to are made private (my own comments). 

I'd like to be notified when this happens and I'd like to know who hid the comment.

It seems currently there is no email notification about such changes.

How to repeat:
Subscribe to the bug, add a comment and ask some body from Oracle MySQL team to mark it as private (and hide it from other bug readers besides the author this way). Check your emails and notice that there is no notification about this or any related details.

Suggested fix:
Fix the above, so all bugs-related actions remain transparent and clear to users who care to subscribe to the bug.
