Description:
In MySQL 4.1, the inability of Windows users to be
able to update their grant tables has been solved
by extracting the SQL statements from the
mysql_fix_privilege_tables.sh script into the
mysql_fix_privilege_tables.sql file.

Unfortunately, the grant tables in 4.0 also
need to be updated, and Windows users have
no easy way to do so.

Please backport the 4.1 changes to 4.0.

How to repeat:
Upgrade to 4.0 on Windows.
Try to update the grant tables.
No easy way.

Suggested fix:
Same as was done for MySQL 4.1.
