This happens because the default "search" page the number of open bugs links to, doesn't show Feature Requests for some reason (I'll have to consult with Jim Winstead on what is the idea, it's a remainder of the original design by him). The only "Open" bug in the "Server: Docs" category is a feature request which won't be shown, so that leads to the "no bugs match the criteria" error message.
