Description:
In 8.0, there is no need for have_innodb_16k.inc because of the new "--bootstrap" feature in .opt files.

This file is re-introduced by this commit

Suggested fix:
Remove the have_innodb_16k.inc and fix the test to use --bootstrap in .opt file.
