https://dev.mysql.com/downloads/repo/apt/ says the repository is updated to 18.10 version, but that's not true, as

sudo dpkg -i mysql-apt-config_0.8.10-1_all.deb doesn't list cosmic

How to repeat:
download and install mysql-apt-config_0.8.10-1_all.deb

Hi,

There was an issue with the updated apt-config with Cosmic support, so the release of it was delayed a bit.

As a workaround until this is fixed, you can select Ubuntu Xenial or similar, and then after installation edit the file /etc/apt/sources.list.d/mysql.list, and change occurences of "xenial" to "cosmic". Then run apt-get update and you should get the Ubuntu 18.10 packages.

mysql-apt-config 0.8.11 has been published with Ubuntu 18.10 support now
