Description:
In Fedora I'm not allowed to build and pack MySQL Router until I pack MySQL Shell. Which is not in the todo list in near future.

I'd love to see a CMake option to enable / disable building of the MySQL Router while building MySQL Server.

Currently I work this around by following patch:

How to repeat:
Try to build MySQL server 8.0.13 from source without the MySQL Router.

Suggested fix:
Introduce new CMake option

Fixed in 8.0.15 by patch for internal bug:
Bug #92702 	implement a cmake option for turn router compiling on/off
