I have the same issue with version 1.1.1.rc. I installed MySQL as "Administrator" and expected to be able to work with MySQL as a different user (without reinstalling or creating my own links). Strangely calling "MySQL Server Instance Config Wizard" works for all users.

Thank you for your bug report. This issue has already been fixed in the latest released version of that product, which you can download at http://www.mysql.com/downloads/
