Description:
MySQL server instance from distant region should be able to be part of the group to minimize the time to move primary to that region. Such members should not vote to avoid performance penalty observed in WAN setup currently.

Right now we have to use asynchronous replication over WAN and move it to the group only when we want to fail over master to that region. Adding a new member to the group is a time consuming operation. Learner/Observer role in the Group Replication instead of old school asynchronous replication should help with that.
