Description:
If data contains single quotes, import wizard fails to handle double quotes.

Navicat works fine.

How to repeat:
1. Create a utf8 encoding csv with MS Excel.
2. Input some data, make sure that record contains single quotes comes before record contains double quotes.

I could not repeat the issue at our end using with MySQL Workbench 8.0.11 version on Windows 10.

Aren't data 4 and 5 different from the one you see in Excel? The double quotes
