Description:
On systems with protobuf 3.5 building server with -DWITH_PROTOBUF=system fails.

Please add support for such configuration.

Suggested fix:
Add support for protobug 3.5.

This is also bug 89401 (it mentions protobuf installed on mac with brew, which happens to be 3.5 as well)

Fixed in 8.0.11.

For builds configured using -DWITH_PROTOBUF=SYSTEM, building failed
on systems with ProtoBuf 3.5 installed.
