Description:
Upgrade compiler on el6 and el7 platforms for MySQL 8.0 to GCC 7.3.1 from devtoolset 7.

How to repeat:
$ grep devtoolset *

Suggested fix:
Bump default compiler on el6 and el7 to devtoolset 7.
