Description:
Installation continues until applying the configuration. Bombs at 'Applying security settings'. 

Note: I had to reinstall after removing a working version. I then deleted folder c:\Program File\MySQL. Using standard options as a developer.

Note: Even though above folder is deleted the install thinks it is there and complains.

Note: If I cancel the config and rerun installer as admin I am stopped at putting it the root password as it will not recognize.

Tried to uncheck 'Open Firewall port for network access'. This did not help.

How to repeat:
The complete removal of all MySQL software and reinstall will do same.

Thank you for the bug report. Downloaded the web installer for 5.7.20, a prompt to upgrade it was launched, I upgraded for the new installer and after that the installation was well succeed (see screen-shot attached).
