Description:
When editing users in the control center under User Administration, I take away show databases privledges for a user and it reappears after editing a different user.  This reappears when connect back with the first user and it shows all databases.

How to repeat:
Edit the first user under User Administration, take away Show Databases under Global Privileges.  Apply and Close.  Connect to the database using this user.  It will only show the database he has priviledges to.  Now, Edit a second user and take away Show Databases under Global Privileges. Disconnect and re-connect the first user.  This user will now be able to see all the databases.

Had the OS incorrect.  It should be a Windows XP Professional Client connection to a Linux 4.0.20.standard database.
