Description:
When you create a new EER Diagram and select A3 as page setup, by default the diagram as two pages. If you modify the size to one page and save the diagram, when you open again, the diagram has two pages...

How to repeat:
- create a new model
- add a ERR Diagram
- add a table
- go in menu File/Page Setup and select A3 portrait
- go in menu Model/Diagram Properties and Size, select just one page
- save the model close it
- open again
- the diagram has two pages in Bird's Eye and you print it or export to PDF, it will have two pages

I could not repeat the issue at our end using with MySQL workbench 6.3.10 version.
Could you please provide repeatable test case (exact steps, create table scripts, sample diagram etc. - please make it as private if you prefer) to confirm this issue at our end?

My Workbench version is 6.3.10 on Windows 10 pro 64 bit
