I think this page should mention that the @@plugin_dir should be changed from its default if mysqld-debug is used.

I would argue it's better if mysqld-debug itself know what correct plugin dir is,
if debug server is built correct this should be possible.

This issue was fixed in 5.5.59, 5.6.39, 5.7.21, 8.0.4.
Oracle Bug #27072155 / MySQL Bug #88363 DEFAULT PLUGIN_DIR SHOULD BE DIFFERENT FOR DEBUG BUILD

Changelog entry:

"For RHEL, SLES, and Fedora RPMs, the default plugin directory for
debug builds has been changed from /usr/lib64/mysql/plugin to
/usr/lib64/mysql/plugin/debug."
