Description:
Installer fails to detect Visual Studio 2017, even though it is installed and working properly.

How to repeat:
Clean and updated Windows 10 Pro installation, nothing on it at all.
Install Visual Studio 2017.
With the MySQL installer (5.7.20.0, both online and offline) attempt to install "Developer defaults" - it will fail to detect that Visual Studio is installed and thus cannot continue with the installation.

This bug has been reported before, however it is old and I found no useful information there.

MySQL fails to install, cannot detect Visual Studio 2019, have uninstalled both and reinstalled, same problem,
I need a fix urgently.
