Thank you for your bug report. 

This looks to be an Akamai cache issue, Shell 1.0.10 packages are available in the yum repository. Please can you try install the Shell 1.0.10 packages from the yum repository. 

Also, we can try accessing the packages with direct url. This should work.
https://repo.mysql.com/yum/mysql-tools-community/el/7/x86_64/mysql-shell-1.0.10-1.el7.x86_...
