Description:
Jump from Devtoolset 3 to Devtoolset 6, bringing GCC from 4.9.2 to 6.2.1 on el6 and el7.

How to repeat:
See top level cmake file and packaging/rpm-oel/mysql.spec.in

Suggested fix:
tr 3 6.

Fixed in 8.0.3.

Binary packages on EL6 and EL7 now are compiled using Devtoolset 6
rather than Devtoolset3 and GCC 6.2.1 rather than 4.9.2.
