Description:
currently "START GROUP_REPLICATION" throws an error when GROUP_REPLICATION is already started
this harms during automated system setup as it is not possible to make this task idempontent

How to repeat:
run"START GROUP_REPLICATION" twice :-)

Suggested fix:
possible suggestion would be "START GROUP_REPLICATION IF NOT STARTED" or similar
